Dr. Kelly Carvajal Hageman




Dr. Kelly Carvajal Hageman was appointed to the Delaware Hispanic Commission by Governor John Carney in 2024.

Kelly serves as the Chief Academic Officer for the Milford School District in Delaware. Kelly is a rebel for kids, and is well known for her relentless advocacy on behalf of high-quality instruction for all learners including linguistically and culturally diverse students. Leveraging systems of data driven instruction decision making and instructional infrastructure, Kelly directs strategies, interventions and professional learning ensuring equitable access for all students. Kelly continuously shares the values of high expectations and collaboration.

In 2023, the University of Delaware School of Education presented Kelly with the Second Mile Award in recognition and appreciation of exemplary support and service to the field of education.

Kelly participates on state committees and organizations including the Delaware Association of School Administrators and the DE Vision Coalition. As a strong advocate for diverse and multilingual learners, Dr. Carvajal Hageman serves as a co-chair for the Delaware Literacy Coalition and is a state advisory board member for the Delaware State Literacy Plan, and the Delaware K-12 Math Framework.
