Rosa Rivera was appointed by Governor John Carney in 2024 to serve on the Delaware Hispanic Commission.

Rosa Rivera is the chief operations officer at La Red Health Center, a federally qualified health center with offices in Georgetown, Seaford and Milford. Rosa has served as La Red’s chief operations officer since 2015.

A native of Puerto Rico, Rosa has lived in Delaware since 1982. After graduating from the University of Wilmington with a bachelor’s degree in business management, Rosa dedicated her career to giving back to Delaware’s underserved communities. Prior to joining, La Red Health Center, Rosa worked for Henrietta Johnson Medical Center in New Castle County for 28 years, 10 of those years were spent serving as the organization’s chief executive officer.

Appointed by then-Governor Ruth Ann Minner, Rosa has proudly served the State of Delaware on the Delaware Healthy Mother and Infant Consortium and the Governor’s Consortium on Hispanic Affairs. Rosa also served as vice president of Delaware’s Mid-Atlantic Association of Community Health Centers. She also served as a member of Delaware’s Pandemic Resurgence Advisory Committee during the height of the COVID-19 pandemic.

Rosa loves that her job at La Red affords her the opportunity to work directly with patients and the center’s staff who work diligently to provide health care services to just under 14,000 uninsured and underinsured Sussex County residents.
